Now first thing you notice is the leftover SP between LVL 114-119. This is mainly a preference choice: you either go Eagle to 30 (I would stop at 29 but there is nothing else to put points into, since this is thrustless) and then Puppet to 20 OR another 3-6 into Puppet then 9 into Eagle and finish Puppet. The reasoning being that a lvl 21 Eagle has 95% stun and 61 attacks while the 29/30 is only 69/70 attacks with 4% more stun. Those 8/9 points are not worth it right now in my opinion and a longer timer on Puppet will be more helpful at Bains/Vikings. The argument goes either way and I myself am not sure which way I will go ^^.
This build is meant for the fastest EXP possible. I have done so many EXP tests on different monsters and concluded what is best. Below is a list of the monsters and EXP per hour at lvl 90.
Bains: 7-9%
Zombies: 6%
DYNP/YNP: 4%
Lucidas: 4%
Lycans: 3.5%
WW: 3%
Cerebes: 3%
Sanc4: 3%
Bains is really only an option at lvl 90, perhaps when you have 21 Blizzard as well. So do not expect to go there any earlier. I suggest from 60-90 Zombies, Zombies and more Zombies! They will be your best EXP and nothing compares. At 90 Head of to Bains/Vikings and perhaps Majestic Vikings when they are released.
People always recommend getting Rain/Eruption right after Strafe than going to YNP. I guess people must forget to say "Do this if you are a RANGER" if you are a Sniper on the other hand use your best weapon, Blizzard! Get Blizzard to 21 ASAP after maxing Strafe. The ability to freeze a Bain for 3 seconds while strafing 3-4xs between Blizzards is tremendous!
Next my reason for 9 puppet over getting Eruption even now is again due to Bains/Vikings. You will not be using Puppet to take hits from Bains/Vikings but more to lure them to an area that they can not attack it and therefore allowing you to strafe continually without having to Blizzard, expediting your EXP gain even more. At the current Bain map there are 2 Sniping Spots, 1 completely safe and 1 semi-safe, and then there are 2-3 places where you could isolate a Puppet and safely strafe the Bains. Other than these 4-5 locations you really only have to fight the Bains carefully at 2 maybe 3 locations.
Finally we come to Arrow Eruption (the 5 Mortal Blow is a pre-req) you just max this to have your Area of Effect skill. At Bains you will mostly only use this to get rid of the smaller non-Bain monsters and in 2 locations you can Snipe the Bains from above with the Eruption. You will not be using Eruption as an offensive weapon here but in most other locations you will. At Bains itĄ¯s more for the bait and lure with Puppet.
Now we come to Eagle. I only place 21 at first for the reasons above and decide to get it before Mortal Blow because a good Sniper RARELY swings his crossbow AND you have Eruption for up and close relations.
Next is Mortal Blow because itĄ¯s the next most efficient thing to pump. I can not really say more about this skill as it is a bit redundant with player skill and Eruption as stated above.
Finally we come to what I first stated about preference on Eagle/Puppet. I will help you make your decision (and possibly mine) with these facts:
Pros of an early Eagle: Almost guaranteed stun
Cons of an early Eagle: Puppet timer being less
Pros of an early Puppet: Longer timer means more uninterrupted strafing
Cons of an early Puppet: Too long of a timer and 4% less stun rate
There we go! I hope this will help all future Snipers realize the power of Blizzard over Eruption and lead to a greater increase in the Sniper population!
I am open to comments and suggestions especially any Pro-Eruption Snipers who have found a better EXP place to train over Bains/Blizzard.

in that order at 93 you will be a viking killing machine. you can go b4 93 just practice your puppet placing skills XD
I know its a drastic change but as you know I do exp tests like crazy and vikings is far superior.
1. As for training spots: zombies till 80, death teddys till 85-93, you could go to vikings as early as 85.
2. Vikings are great starting as early as 90 (when I started them) I seen people at 85 at Vikings and they seem to be doing ok. As long as you have max strafe and 6 puppet your good to go XD
3. Bains was the only place to train at the time. Now they suck! Bains have a much higher chance of death than even Great Vikings (actually both Vikings and Great Vikings have very little risk as long as you dont aimlessly fall into a mob.)
4. Like i said above, strafe has to be maxed and at least 6 puppet. Training at vikings is rather easy cuz of all the sniping spots. Majority of the time you can just safely shoot away the other times you hit them with a blizzard so they lock on to you then setup a puppet in one of the many regions they cant attack and strafe away again. Other than these 3 skills (30 strafe, 6 puppet, 1 blizzard) nothing is really necessary to train there, anything else just makes life a lot easier.
5. Eagle is nice and all but you dont need it. And at her lvl she isnt owning with it XD After lvling twice at vikings and giant vikings you can map the training route of all the sniping spots and let the exp roll in. Id get eagle 2nd to last like I always have stated.
6. You need puppet and at least lvl 1 blizzard. These are your 2 defensive skills. Eagle like I said is great but you need stones and only attacks the closest monster which tends to be the same monster over and over.
I quickly typed a full lvl 70-120 skill allocation:

lvl 20 strafe does 90% damage per arrow. This is close to max, and you should be 1hitko zombies with it, so it will be a good breaking point. A lvl 1 ice shot gives you a 1 sec freeze, which is enough time to fire 2 shots afterwards. It's a good skill for hunting and luring monsters.
6 Puppet, 5 Mortal Blow, 6 Eruption
Next, you will be getting puppet or eruption. A lvl 5 mortal blow is required to unlock eruption. At lvl 6, eruption has pretty good range and damage. It will be used more for luring monsters to puppet, so for now, that's good enough. Puppet will have 1000 hp or will last 20 secs at lvl 6. It's good enough for training, and hunting most monsters.
10 Strafe
Finish maxing strafe at this point.
Your overall build at lvl 86 will be:
30 Strafe
1 Ice Shot
5 Mortal Blow
6 Eruption
6 Puppet
At this point, the build gets a little tricky.
9 to 14 Eruption, 10 Ice Shot, 0 to 5 Thrust
At this point, get a lvl 15 to 20 eruption is the usual choice for most snipers. Eruption is a very good skill, it's not hard to see why people would want to put SP into is as soon as possible. Also, getting a 2 sec freeze ice shot isn't necessary yet until later. A lvl 5 thrust adds 10 speed, and at this point, it should be more than enough. Get a lvl 15 to 20 eruption, than a 2 sec freeze ice shot, and throw in a few thrust along the way.
15 Mortal Blow
By this time, you're around the 9x lvls. It would be a good time to start maxing Mortal Blow, if not earlier. It's hard to describe its usefulness. You already have a lvl 5 mortal blow, so it shouldn't be hard to see how good it is after all this time.
Overal Build
30 Strafe
11 Ice Shot
6 Puppet
15 to 20 Eruption
0 to 5 Thrust

At this point, there's nothing left but to max everything. Getting more puppet first would be a good idea. I'm not quite sure when to get more puppet at this point though. Personally, I am planning to get a lvl 9 puppet once I get 11 ice shot and 15 eruption. I don't know if it's a good idea though.
Also, some snipers throw in a SP into Eagle for show. It doesn't have much use on the current monsters, so you won't be using it for a while. Also, at low lvls, eagle is a waste of money. You won't be getting many attacks out of it.
3 Puppet, 10 to 15 Eruption (to max), 10 Ice Shot
This probably isn't a bad idea right now. I still left eagle out, because I have no idea when and how much of it to get. It isn't very useful in OMS right now, so you can probably leave it till the end.
I think from this point on it's hard to determine the best path to the end. There will be many variations, and it's hard to say at this point what needs and does not need to be maxed.
Depending on your build, the end of the build will vary. Just max whatever you want.
If you're going thrustless, than you get 21 ice shot, and max everything else.
Overall Build:
30 Strafe
21 Ice Shot
20 Mortal Blow
30 Eruption
0 THrust

I am up to this lvl and for the rest of my build, the remaining points will be allocated as follows:
94 - 97 (10 points in ae so that the damage and range increases greatly to the point where it can be used for more than just gathering. & 2 points in mb)
98 - 102 (13 points in mb (maxed mb) because this skill believe it or not is much more helpful than it seems. I have been saved many times with a lvl 5 mb, so imagine at lvl 20...think about it you dont need to pkb as much anymore. & 2 points in ae)
103 - 108 (17 points in ae (maxed ae) so that now you can efficiently and effectively handle mobs in a few seconds. & 1 point in eagle)
109 - 117 (27 points in eagle (lvl 29 eagle) so that now you can own pretty much any monster you want because the probability of a stun is 99% of the time, which is like saying a guaranteed stun until the monster dies)
118 - 119 (6 points in puppet (lvl 18 puppet) so that you have the maxed timer of puppet which is 1 minute and the puppet has 5000hp! This will alow you destroy anything that is puppetized within the given time period.)
120 (3 point into wherever you desire, one suggestion is to put 3 points into thrust (gives +6 speed) another suggestion is to max puppet and eagle giving the puppet more hp only and the eagle more attack)
